New: Germany, France and Italy deal to regulate artificial intelligence

According to a document cited by Reuters, the three countries support "mandatory self-regulation through a code of conduct" for so-called foundational models – AI systems that can adapt to a range of tasks. But they oppose "untested rules."
"Together we underline that the European AI Act regulates the application of artificial intelligence and not the technology as such," the document notes. "The inherent risks are in the implementation of AI systems, not the technology itself."
The European Commission, the European Parliament and the Council of the EU are negotiating in relation to how the European bloc should position itself around this issue.

"The model cards will include information to understand its operation modely, its capabilities and limitations and will be based on best practices within the developer community."
"An AI governance body could help develop guidelines and review the implementation of the cards."
First, there should be no sanctions, as the document stresses. However, if violations of the code of conduct are found after a certain period of time, a system of sanctions could be developed.
